Message I dont think it would shift the powerband at all..

Keeping the wastegate flapper closed when its supposed to be will gain response. Because there is so much heat/pressure pushing against that flapper door as well ad the boost in the vacuum line pushing the rod out/open.

I am not sure if I am reading your question correctly..

All preloading the wastegate is doing is making it harder for the wastegate flapper to open under higher boost levels. If you have it too tight.. you'll have too much base boost.. so even if you turned your boost controller off, You'll still get the amount of boost that your actuators were preloaded to. Too weak and it wont be able to build Peak boost because it will be opening the flapper door to release pressure and stop boost production.
